The goal of the Department of Greenfield Projects is to produce advanced technologies that Pax Machina can't take over. They created Moshi, a prototype cybernetic solider with hardware and software made entirely from scratch with no GNDN components.

Moshi's assassination of Landolf was part of a political move to get the Director of Greenfield Projects onto the Board of The Reclamation Project.

Per the notes on Moshi, he is at least 30 years old. This means the Greenfield Projects organization predates The Reclamation Project by at least ten years. It is likely Moshi's development took longer than ten years, which would mean the organization existed in some form before Ambara crashed.
