The Shadow Garden is a brothel, described by its owner and proprietress Tischa as “the most discreet of the discreet.” It is here that Commander Lillioka and Minister Cloudbearer let their plans for the Damselfly slip to their paramour Maadiis. These plans were discovered by Tischa, who passed them on to Chrome, who used them to foil the plans, humiliate Lillioka, and ruin Cloudbearer.
